What surprises Flora about Mrs. Beetle and how do you interpret Flora's reaction to Mrs. Beetle?

Meriam's mother, Mrs. Beetle, enters and surprises Flora with her civility. It seems condescending on Flora's part to be surprised by Mrs. Beetle's manners. Flora sees the world in black and white at this point and does not yet grasp that people are more complex than that.
