Beach life had deteriorated in some minds from the many young people visiting, who engaged in heavy drinking. Women were exposing their arms and legs and wearing scandalous clinging wool suits. A state of intoxication and the possibility of more people feeling comfortable swimming in the water could have led to an increase in shark attacks.
