What problems arise in "Tale 7" when the world is largely free of killing?

Even though a world free of killing sounds nice, the animals are beginning to overpopulate the Earth. They won't be able to survive with the strain on Earth's resources, so Jenkins realizes someone must find another planet to send some of the animals to.
