What does Bruce help the Dogs to do in "Tale 3"?

In "Tale 3", Bruce helps the Dog increase their intellect. He is also working on making lenses to help the Dogs see better so they will be able to read. Bruce devotes himself to helping the Dogs because he feels his grandfather harmed the world by not operating on Juwain.
