How does the author use foreshadowing in City?

Fowler knows that Lopers are so superior, foreshadowing the downfall of the race in human form. People are always looking for something better than what they have, thus, being a Loper will be desirable to many. Ultimately, this serves to almost bring the human race to extinction.
