Who is Troy from Cities of the Plain and what is their importance?

Troy is one of Mac's ranch hands. He is good friends with Billy. Troy and Billy briefly leave Mac's to visit Elton's ranch and check out the possibility of working for him. After their visit, they decide to stay where they are.
