Who is Clara Spencer from Christy and what is their importance?

Clara Spencer is Zady's sister, and the daughter of Jeb and Fairlight Spencer. Clara's greatest wish is to escape the mountain and live in a real house.... a home with a rug, a stove, enough to eat.... and most of all shoes.... three pairs to be exact.
