Why does Frank decide to take his criminal activities to the next level, and steal more money than he is taking before?

He realizes that the criminal penalties are no greater for forging a check for $5000 than they are for forging a check for $100. He also seems to feel that since he isn't getting caught, he might as well steal as much as he's able to.
