Why do you think Frank chooses not to return to crime?

Frank figures out that he does not have to return to crime to use his specialized skills -- he can simply switch sides, and work for the authorities. In addition, as he gets older, he gets tired of being chased all the time and always having to worry about when he gets caught. Crime doesn't seem as much like a game to an adult as it does to a teenage boy.
