Who is Major Despard from Cards on the Table and what is their importance?

Major Despard is a handsome, intelligent, adventurous man. The Major initially shows romantic interest in Anne Meredith, but that interest is short lived after meeting Anne's friend Rhoda. Shaitana was correct is naming Despard a killer, but he unfortunately didn't check into things far enough because the killing was accidental.
