McLoughlin felt Sitting Bull was taking advantage of his (Sitting Bull) reputation. Sitting Bull would not cooperate in the way expected. Sitting Bull flouted the rules and made money taking pictures and selling his signature. McLoughlin had warned Sitting Bull that he was not special and would be treated like any other native person on the settlement.
