What leads to Eddie’s encounter with the police in Chapter 3?

As Eddie is in the north Fresno neighborhood, a kid on the tricycle who had previously accused Eddie of saying bad words spots Eddie. Someone calls the police, and Eddie has to hide and run out of the neighborhood so the police won't catch him.
