One particular moment in the story indicates that the man with the pistol is the one in charge, rather than the man with the sawed-off shotgun. The man with the shotgun is moving down the line of tellers, passing them Hefty bags, when he comes to the empty teller's window. The narrator then describes how the man with the shotgun comes to the empty position and then looks "over at the man with the pistol," who asks aloud of the bank employees which teller belongs in that position. Clearly, the boss of the two robbers is the man with the pistol.
