Who is The Natural Resources Ranger from Brian's Hunt and what is their importance?

The Natural Resources Ranger is one of two officials who arrives at the camp after Susan radios for help. He is not very astute with regard to the wilderness or the animals, and when Brian asks if the ranger is going to hunt down the bear but he says it would be impossible to tell this bear from some other bear.
