Who is Mr. Galen from Born at Midnight and what is their importance?

Mr. Galen is Kylie's adoptive father. He took the role of her father when her biological father was killed before Kylie's birth. Mr. Galen is having some sort of mid-life crisis when the story opens, and he is soon dating a much younger woman.
