Who is Tobias Brogan from Blood of the Fold and what is their importance?

Tobias is a member of the Blood of the Fold. He believes that all magic is evil and comes from the Keeper. He listens to the one that he sees in his dreams, believing it is the Creator, but soon begins to doubt the Creator and eventually declares himself the new Creator.
