Who is Tobias Brogan from Blood of the Fold and what is their importance?

Tobias Brogan belongs to the Blood of the Fold. He believes that all magic is evil and comes from the Keeper. Tobias listens to the one that he sees in his dreams believing it is the Creator. Eventually, however, he begins to doubt the Creator and goes on to declare himself the new Creator. When Tobias learns that he has magic, he fully embraces it as a gift. Lunetta, his sister, then kills him for being a baneling.
