Why does Tony feel like an outcast?

Tony wasn't from town (his family moved here when he was little). He didn't always know their language or customs as witness when the school children laughed at his lunch during lunchtime in a previous chapter. He wasn't one of the kids from the other side of the tracks who participated in gang fights. His natural inclination toward school propelled him to skip second grade entirely.
