What is the significance of the "beadle" arriving at Nemo's death scene if any? What is the beadle?

The beadle basically shows up as another witness who can declare the person to be dead. He acts with authority that he does not really have and people seem to tolerate him and his position, although he is rather insignificant in the bigger picture. A beadle is something like a church-police, who, as a member of the church, had a certain amount of legal authority.
