Because it is a comic book, almost all of the story's text is dialogue. Even so, certain phrases are repeated by several different characters to emphasize their importance. Perhaps the most common of these phrases is "what needs to be done." It is used several times by Batman, Chief Gordon, Harvey Dent, and once by Gilda Dent. The phrase evokes a sense of duty and also finality.
