Who is Bill Dean from Bag of Bones and what is their importance?

Bill Dean from Bag of Bones is the caretaker of Mike's lakefront lodge called Sara Laughs. He is the one that warns Mike to stop poking around into the history of the place. He abruptly quits when Mike starts fighting for Kyra and when the Sara Tidwell case suddenly comes back into the public eye. He also encourages (pressures)Mike's housekeeper to quit.
