Who is Bill Dean from Bag of Bones and what is their importance?

Bill is the caretaker who looks after Sara Laughs, Mike and Jo's getaway place in Western Maine. Each spring, he takes down the storm shutters, putting them back up again each fall. He drains the pipes in the pipes each fall and ensures that the pump is running each spring. Dean also checks the generator, makes sure all the service tags are current and anchors the swimming floats about fifty years or so of the beach after each Memorial Day. He ensures that the chimney gets cleaned if the fireplace is used and for his services, Mike pays him a quarterly stipend as is the custom with most caretakers in his situation. He doesn't question why Mike has stopped coming, but doesn't stop cashing the cheques either.
