What does Anita do when she arrives at the party?

Anita arrives at the party and scans the crowd for the governor. She moves through the crowd, trying to spot him. She wonders what she's doing there, particularly when she sees all the uniformed guards. She can't believe that she thought she'd be able to walk right up to him and shake his hand. She finally spots him, but he's with a group of people, some of whom she knows were opposed to her pardon.
