Who is Chade Fallstar and why does he anger Regal? What does Regal do about him?

Chade Fallstar is Fitz's mentor and was in service to King Shrewd. Chade knows Regal does not have right to the throne, and when Chade advises the Six Duchies of this fact, Regal puts a bounty on his head.
