Why does Phebe agree to conditionally marry Silvius at the end of Act 5, Scene 2?

Rosalind reveals her female identity to Phebe and tells her she should marry Silvius unless he can give her a reason why not to. Phebe laughs at this, thinking he will never be able to do so and agrees to the deal.
