Why are Root's expectations of Holly so high?

Holly is the first female in Recon. Though Root comes off being very rough and mean, he is really just doing his job as a commander. He wants Holly to do things well so that not only will she succeed but she will open the doors to other females as well. Holly does not believe that Root cares for her and that is the reason that he is so hard on her, but the reader knows otherwise.
