What is the conflict between Cudgeon and Root now that Root's plan is to pay Artemis the gold he seeks?

Cudgeon does not agree with Root's methodologies from the beginning. And though the men have worked together and known each other for six hundred years, Cudgeon goes behind Root's back to the Council. There he tells them his plan, which does not include the gold they are so hesitant to give up. The Council puts Cudgeon in charge which he readily tells Root. Root sees Cudgeon for the man he truly is: one who wants to get ahead at any cost, even if the cost is Holly's life. Cudgeon states that he is taking over for the good of the People, but Foaly also reads him and knows that Cudgeon is doing all of this for Cudgeon. Root is exceedingly angry.
