What is Foaly's role in the agency?

Foaly is a centaur who runs the transport and surveillance network. He is also paranoid so he wears a tinfoil hat at all times to prevent humans from reading his mind. Before Holly is transported to the surface, Foaly equips her. He supplies her with a locator attached to a wristwatch, a handgun, and a live feed for viewing and speaking. It is also his job to show her where the troll is and where she will surface. Foaly will be the one to watch her and communicate with her throughout her mission.
