What is the significance of the title, An Untamed State?

The word "untamed" in the title is symbolic of the kidnapping trade in Haiti. Kidnapping is such a common activity in Haiti that it is viewed as a business. The crime is allowed to go unchecked as victims are taken and suffer savage treatment.
