Why does the man in the waiting room try to give the narrator an ice-cream voucher in the story, An Unlucky Man?

The ice-cream voucher that the unlucky man offers the narrator is symbolic of trust. The man tries to give the narrator the voucher to win her trust. The narrator does not accept it because she knows that she is not supposed to trust strangers.
