Who is Carlos in Among the Hidden by Margaret Haddix?

Although Carlos never physically appears in the novel, he is a link in Jen's underground network. Like Jen and Luke, Carlos is a third child. He and others may not be brave enough to join Jen.... but they certainly respect her.
