Who is Mr. World from American Gods and what is their importance?

Mr. World is one of the men helping the opposition. Mr. Town calls him from the roadblock in North Dakota when they are trying to catch Wednesday and Shadow. He heads the group of men, who pretend to be government agents. Mr. World is actually Loki.
