Who is Mr. Town from American Gods and what is their importance?

Mr. Town is present and helping the opposition when they attempt to catch Wednesday and Shadow at the roadblock. He is also present at the motel when Shadow arrives to claim Wednesday's body. In the end, Laura kills him.
