What is the purpose of the Bureau of Genetic Wellfare in the novel, Allegiant?

Located in the deserted and functionless O'Hare airport in Chicago, the Bureau of Genetic Welfare has their headquarters. They established themselves there after the Purity War in an attempt to correct the genetically damaged populations. David is the director of the Bureau, and of the project that involved Tris's mother.
