In context, Rome has two meanings, or three. There is the city of Rome. During the book, Rome is the seat of the Roman Empire. As such, Rome sometimes means the entire Empire rather than just the city. It is brought up many times during the book. In most cases, Rome involves some essential administrative task or need. The Roman census is one example of how Rome is involved in the story. Rome is responsible for Herod and Pontius Pilate being in office in regions that Jesus Christ inhabits during his lifetime.
