Who is Pat Harvey from All That Remains and what is their importance?

Pat Harvey is a county attorney and is considered the 'drug czar', in that she is tasked with ferreting out the worst of the worse and prosecuting them. When Pat's daughter is found murdered, all sorts of speculations begin flying. Through a series of events, Pat believes that her daughter's killer is going to get away with it and she kills him.
