Who are Howard and Raven in the novel, All That’s Left in the World?

Howard and Raven are two of the people who attack and rob Andrew and Jamie while they are still at the cabin. They are part of another community forming nearby. Howard claims they are collecting "taxes" from everyone in the area, but Raven says this is just a show of strength to force Andrew and Jamie to join their community. Though the situation is unnerving and dangerous, Andrew and Jamie are considering returning to the cabin at the end of the novel, believing they can work out something to live peacefully with Howard and Raven.
