What is the "Paper Revolution" in the novel, All Our Names?

Isaac creates posters listing crimes against the country all over the campus in an effort to get people talking about the political atmosphere, an act that becomes known as the Paper Revolutiom. The posters gain Isaac popularity with the students but it is one of the first things that attract police attention to Isaac.
