First, let me say that this question calls for your opinion, there is no right or wrong answer. My opinion, which may likely differ from your own, is that although environment plays a large part in who we become, committing a murder or multiple murders is an example of free will.
None-the-less, your question is based upon two people, Butch and Willie. Both of these men grew up in poverty, lacked fathers, suffered abuse, and displayed violent tendencies at an early age. Butch showed schizophrenic tendencies, his biological son became increasingly disturbed over the course of time. Thus, in my very "unprofessional" opinion, early intervention might have made a difference in one or both of their lives. Unfortunately, I cannot give you a definitive answer.
