As Quinn hands a man money to buy him beer at Jerry's, what happens right outside the store?

Just as Quinn is giving the man his money, there is a commotion in front of Jerry's Corner Mart. A police officer throws a young man out the door of Jerry's Corner Mart and down onto the asphalt, where he begins to beat him mercilessly.
