Who is Jeff in the novel, All-Night Pharmacy?

Jeff is Franklin's friend. Jeff was married to Franklin's late sister. The narrator therefore meets Jeff when she is dating Franklin. For a time, Jeff works with Franklin and the narrator to illegally peddle drugs. After Franklin is caught, Jeff takes pity on the narrator and helps her find an apartment and a job at the hospital.
