Why did Washington send Hamilton back to Philadelphia as noted in the biography, Alexander Hamilton, Revolutionary?

Washington sent Alexander back into Philadelphia to try and convince its’ citizens to give the army clothes, blankets, and other supplies. Alexander performed this duty admirably, protecting the poor and providing receipts for everyone who donated.
