Why do Michelson and Morley assume that their experiments are a failure?

Michelson and Morley expect that one ray of light moves faster than the other, as is the case when one swimmer swims upstream and the other downstream. When the scientists find that the rays of light move at essentially the same speed, they conclude that their hypothesis must be incorrect and that the experiment is invalid.
