Why is Bubba Offenhaus important?

Bubba, Luther Offenhaus, is Deputy Director of Civil Defense. He owns the Offenhaus Mortuary, as well as the real estate development, Repose-in-Peace Park. Bubba is important not only because of his position, but because he is the owner of the only two ambulances in town that can be converted into hearses.
