What warning does Mark give about Civil Defense and how is it related to the theme of the novel?

Mark tells Randy that the Russians are trying to take over the Mediterranean and that a nuclear war in imminent. He believes their civil defences in long-range missiles or "gap" gives them the advantage. We can see this follows the theme of eradication of the human species. It's not good!
