What is Conelrad in the novel, Alas, Babylon?

Conelrad is a system of Civil Defense communications for use in time of emergency. Under Conelrad all stations must operate at low power and are limited to two frequencies. Its purpose is to avoid an enemy homing in on radio devices to find targets. Mark thinks the system is tricky, obsolete and may not work but it provides adequate information.
