Who is Rhino Hand from Airborn and what is their importance?

Rhino Hand is one of the pirates who boards the Aurora with Szpirglas. He has a British accent and appears to fancy himself to be a dandy of sorts. His hair is greased and he carries a carbine although one handed he can barely fit his thick finger into the trigger loop.
