Who is Mr. Bloomfield from Agnes Grey and what is their importance?

Mr. Bloomfield is Mrs. Bloomfield's husband and the father of Tom, Mary Ann, Fanny and Harriet. Agnes doesn't like Mr. Bloomfield because of the way he treats his wife and children. Although Mr. Bloomfield is the only person who can make the children behave, they only do so because they are afraid of him.
