What is the purpose of the recycling center in the novel, Agenda 21?

The Re-Cy center is is used to recreate and recycle humans and their work. Recycling plays a big part in the story, such as when the citizens must walk on their energy boards to recycle their energy into energy for the compound. It is as if the Authorities are deleting the old life, and recycling everything, history, humans, and laws, into something completely new.
