How does Tommy Davis betray his friendship with Anderson in the novel, Advise and Consent?

Determined to get Leffingwell elected, Davis, who first discovers the photograph of Anderson, hands over the photograph to Munson. Davis then alerts the President about Munson’s possession of the photograph. When Anderson commits suicide, Davis is shaken –but dishonorably refuses to take responsibility for his part in things.
